Hawaii Gov. Says WHO May Go to Level 6 this Weekend

The Associated Press is reporting Hawaii governor Linda Lingle as saying the World Health Organization is considering raising the pandemic alert level to phase 6, the highest level indicating a global outbreak of the swine flu. Lingle said she discussed the alert level with federal and state health officials on Friday.

Maj. Gen. Robert G.F. Lee, Hawaii’s adjutant general and head of state civil defense, also said the alert level could be changed this weekend.

Meanwhile, on Saturday Mexico lowered its estimated death toll, according to Reuters, revealing an obvious fact — the “pandemic” is mostly hype.

Earlier in the week, WHO said it did not have reason to elevate the alert level from 5 to 6. WHO chief Margaret Chan made the decision Wednesday to raise the alert level from phase 4 — signifying transmission in only one country — to 5 after reviewing the latest scientific evidence on the outbreak.

Imposing a level 6 would give governments around the world a perfect excuse to impose martial law, even though many scientists believe the H1N1 virus is no more of a threat than seasonal flu.

On Thursday, Fox News  ran a segment on how declaration of a pandemic might result in a loss of constitutional rights. “If it becomes a pandemic, you could lose some simple rights — like going to the movies,” said host Steve Doocy, who completely understated the issue.

Here’s what Fox and the corporate media are not telling you — the government has a wide palette of dictatorial options ready to go: Executive Order 12919 (would put the United States under total martial law and military dictatorship), Executive Order 12656 (allows the government to increase domestic intelligence and surveillance of U.S. citizens and would restrict the freedom of movement within the United States and grant the government the right to isolate large groups of civilians), Executive Order 11921 (allows FEMA to “develop plans to establish control over the mechanisms of production and distribution, of energy sources, wages, salaries, credit and the flow of money in U.S. financial institution in any undefined national emergency”), and a blizzard of additional EOs allowing federal seizure of all communications media in the US, seizure of all electric power, fuels, minerals, public and private, seizure of all food supplies and resources, public and private and all farms and equipment, seizure of all means of transportation, including cars, trucks, or vehicles of any kind and total control over all highways, seaports and water ways, and ominously seizure of American people for work forces under federal supervision, including the splitting up of families if the government so desires. This last one is detailed in the Army’s  Civilian Inmate Labor Program document.

In September, 2005, Bush and DHS secretary Chertoff were summoned to Peterson Air Force Base, at the headquarters of US Northern Command in Colorado Springs, to monitor Hurricane Rita. “Headed by Navy Admiral Timothy Keating, US NorthCom is slated to play a central role in emergency operations,” Michel Chossudovsky wrote at the time. “The presence of the President and Commander in Chief at US Northern Command Headquarters is of crucial significance. The federal emergency procedures are being coordinated out of a military base, rather than from the White House, in liaison with the various departments and agencies of the (civilian) federal government in Washington, D.C.”

On October 4, 2005, during a Rose Garden press conference, Bush the Lesser said the United States is “preparing for a possible outbreak of bird flu.” Bush said that he had “urged other world leaders during meetings at the United Nations in September to be aware of the dangers posed by avian influenza and to have ‘rapid reporting’ to the World Health Organization (WHO) in order to ‘deal with a potential pandemic.’” (See Bush Administration Plan for Flu Outbreaks.) The DHS published the  Pandemic Influenza Strategic Plan in response, a document admitted to be “years in the making.” It “calls for quarantine and travel restrictions.”

“A call by President George W. Bush for Congress to give him the power to use the military in law enforcement roles in the event of a bird flu pandemic has been criticized as akin to introducing martial law,” CNN reported at the time. “The Posse Comitatus Act of 1878 bans the military from participating in police-type activity on U.S. soil.”

According to the Washington Post, on October 4, 2005, Bush suggested that putting National Guard troops under federal, rather than state, control might be one part of a response to the “catastrophe” of an avian influenza outbreak.

In January, 2007, federal law was changed and empowered Bush to “go over a governor’s head and call up National Guard troops to aid a state in time of natural disasters or other public emergencies. Up to now, governors were the sole commanders in chief of citizen soldiers in local Guard units during emergencies within the state,” Kavan Peterson wrote for Stateline. “Over objections from all 50 governors, Congress in October tweaked the 200-year-old Insurrection Act to empower the hand of the president in future stateside emergencies.”

Last November, the Pentagon sealed the fate of the National Guard when Secretary of Defense Gates began the process of separating the Guard from the states. A memo issued by Gates “concluded the military isn’t ready for a catastrophic attack on the country, and that National Guard forces don’t have the equipment or training they need for the job,” and should be rolled into DoD operations. A report released by the “Commission on the National Guard and Reserves said the Pentagon must use the nation’s citizen soldiers to create an operational force that would be fully trained, equipped and ready to defend the nation, respond to crises and supplement the active duty troops in combat,” the Associated Press reported on November 25, 2008.

CONPLAN 0400, Rex-84, Operation Cable Splicer, Operation Garden Plot, the Patriot Act I and II, the Military Commissions Act of 2006, and a flurry of EOs lately designed for supposed “emergency preparedness” — these represent the tedious structure of plans for martial law developed over the last couple of decades.

The government is looking for a perfect storm in order to impose martial law and a dictatorship imposed by the military. It remains to be seen if the largely bogus H1N1 “swine” flu virus is the ticket required to set this portentous machinery in motion.

If there is anything to what Hawaii governor Linda Lingle said on Friday, we may very well find out this weekend.
